比特首林鄭月娥早一年上任，菲律賓總統杜特爾特的統治在今天進入第四年，但他任期内對異見人士、窮人、普通市民的打壓、滅聲和殘殺從未間斷。在港區國安法正式生效的前一日，菲律賓群眾組織（港澳分部）BAYAN Hong Kong and Macau的一班移民家務工來到菲律賓駐港領事館抗議，以下是他們的聲明：
One year earlier than Carrie Lam, the Chief Executive of Hong Kong, today, President Rodrigo Duterte has gained power in the Philippines for the 4th year. Yet, during his presidency, suppression, silencing and killings of dissents, the poor and ordinary people have never stopped. A day before the national security law comes into effect in Hong Kong, a group of migrant domestic workers from BAYAN Hong Kong and Macau, a Filipino mass organization against tyranny, held a protest in the Philippine Consulate General in Hong Kong. Here is their statement:
Failure. This marks President Rodrigo Duterte’s performance during his four years in power. Even worse, he managed to plunge the country into an abyss of poverty and bankruptcy while committing the worst human rights violations ever.
Four years ago he promised to promote, and protect, fulfill the human rights of our citizens, especially the or the marginalized and the vulnerable and social justice will be pursued, even as the rule of law shall at all times.
Yet he launched a bloody war on drugs, killing thousands of innocent poor citizens including children of OFWs. Unmindful of the impacts on the poor and ordinary people, he passed the Tax Reform Law that mainly benefit his cronies and oligarchs that he favors.
In compliance with neoliberal policies dictated by the imperialist powers, he passed the Universal Health Care that imposed mandatory health contribution from the Filipino people including overseas workers. This goes without saying that his government’s brazen greed pushed for mandatory exaction of fees from the OFWs while depriving them of the needed protection of their rights and welfare in their countries of destination as well as their families back home.
However, COVID-19 totally unmasked Duterte’s disdain for the poor and marginalized sectors. Instead of providing immediate health and social services, he took advantage of the virus in order to mandate emergency powers to control billions of pesos intended for mass testing and protection of health frontliners.
Thousands of OFWs have lost their life and livelihood due to the COVID-19 but where is Duterte’s promise when he was elected to bring home these OFWs? Where is the food assistance and economic relief at this time of crisis?
What is condemnable is the passing of the Anti-Terror Bill at this critical time when the Filipinos urgently need government protection against the COVID-19! ATB has totally eroded the democratic rights of the people. All over the country unwarranted arrests, detention and even massacres are happening. Ordinary people are cowering in fear as police and military personnel freely violate their human rights and freedom.
Should the Filipinos simply keep quiet and allow Duterte to rule tyrannically? Should we let him silence and kill the human rights activists, indigenous peoples, church, women, youth, and all marginalized sectors fighting for justice and peace?
Now is the time to stand and act together to stop this fascist president who has brought shame to Filipino people. He should be punished for his crimes.
